The process of co-operation in South East Europe is a regional framework that was initiated in June in 1996. at a meeting of foreign ministers of South East Europe (SEE) in Sofia, with the aim of promoting and strengthening good-neighborly relations among the SEE countries and transform the region into a zone of peace, security, stability and cooperation. SEECP has 12 member states: Albania, Bosnia and Herzegovina, Bulgaria, Montenegro, Greece, Croatia, Macedonia, Moldova, Romania, Slovenia, Serbia and Turkey.

Montenegro formally became member at the 11th SEECP Summit, held on 10 and 11 May 2007 in Zagreb. The most important document of the SEECP is the "Charter on Good Neighbourly Relations, Stability, Security and Cooperation in South East Europe".

The political framework of this cooperation process covers the issues of security and stability, the development of cooperation in economy and environmental protection, promotion of humanitarian, social and cultural cooperation as well as cooperation in the field of justice, the fight against organized crime, terrorism, trafficking in drugs, arms and human trafficking.

Montenegro chaired the Initiative (Jun 2010. - June 2011). During this period the volume of parliamentary business initiatives was significantly increased, through the organization of the meetings in Montenegro, as well as by strengthening communication with other regional organizations and initiatives. During the presidency a working group of representatives and coordinators of member states was formed with the aim of finding the best modality for institutional restructuring initiatives and the creation of the Parliamentary Assembly of the SEECP.

Representatives of the Parliament participate in the activities of the Working Group. The sixth meeting of the Working Group was held in Belgrade (September 18th) and seventh in Skopje (16 October 2012th), where the discussion continues on the institutionalization of the Parliamentary Dimension SEECP. From June 2012 the Chair of the SEECP is Macedonia. In Skopje, on 15 October Regional Conference on the theme "15 years of the Parliamentary Dimension SEECP - past, present and future of European regions" was held, which was attended by a representative of the Parliament.

In February 2013 also in Skopje, was held the eighth meeting of the Working Group PD SEECP, where the focus was on models for the establishment of a permanent international secretariat, and the activities to be undertaken in terms of the institutionalization of the Parliamentary Dimension SEECP (Parliamentary Assembly of the Parliamentary Dimension SEECP 's).
