Montenegro became a full member of the Organization for Security and Co-operation in Europe by the decision reached at the meeting of the Permanent Council, on 22 June 2006, thus becoming a member of an international organization for the first time as an independent and sovereign state.

The Parliamentary Assembly of the OSCE (OSCE PA) was founded upon the Madrid Declaration, and held its first session in 1992 in Budapest, when it was decided that the seat of the International Secretariat be established in Copenhagen. It represents the parliamentary dimension of the Organization for Security and Co-operation in Europe, consisting of 57 Member States, spread from Vancouver to Vladivostok. Its primary task is facilitating inter-parliamentary dialogue, an important aspect of the overall effort to successfully meet the challenges of democracy throughout the OSCE area and ensure security for all. One of the important activities of the OSCE Parliamentary Assembly are the election observation missions, in particular the parliamentary elections. Since 1993, more than five thousand parliamentarians had observed over 130 different elections in more than 30 countries. At each Annual Session, the Assembly elects the President of the Parliamentary Assembly, who acts as the highest representative of the Assembly and presides over its meetings. President of the Parliament of Montenegro, Mr Ranko Krivokapić, was appointed to this position in 2013, at the XXII Annual Session, held in Istanbul.
