General Committee on Social Development, Education, Research and Science of the SEECP PA holds a meeting

Substitute member of the Permanent Delegation of the Parliament of Montenegro to the Parliamentary Assembly of the South-East European Cooperation Process SEECP Mr Genci Nimanbegu has participated in the meeting of the General Committee on Social Development, Education, Research and Science of the SEECP PA.

The meeting under the topic “Protection of child rights in migration flows - call for protection of underage children in the South East European region - current issues regarding migration flows in the region” covered the issue preoccupying the region of the South East Europe, especially the SEECP member states, and those on the “Western Balkans route”.
In introductory part, the participants in the meeting were addressed by Minister of Social Welfare and Youth at the Government of the Republic of Albania Mr Blendi Klosi and Chairperson of the Sub-committee for Human Rights of the Parliament of the Republic of Albania Ms Vasilika Hysi.

In the Proposal for the Resolution established in the meeting, the SEECP states were called to provide each child with access to more effective measures aimed at their international protection, that the case of each child should be regarded with special attention and approach, honouring reasonable deadlines, and all in the interest of the migrant children. All states were called to do more in order to avoid the unnecessary detention of children, with or without parents, in line with their immigrant status, but to use the least restrictive measures instead and adopt alternatives in detention which would be in the best interest of the children.

Furthermore, the SEECP states were called to, in fast-track procedure, promote and reform their systems relating to the asylum and ensure that the conditions in places for reception of children be age-appropriate, and that facilities be operational and adequately equipped.

At the end of the meeting, they established the Proposal for the Resolution summing up conclusions as well the Proposal for Report from the meeting, which would be forwarded for consideration and adoption to the Parliamentary Assembly of the SEECP.
