The meeting will be held on Wednesday, 27 February, 2013, at 4:00 pm in the Blue Room of the Parliament of Montenegro.
The SIGMA delegation consists of Mr. Xavier Sisternas, chief administrator for the field of public administration, administrative law, and anticorruption and the Professor Mr. Eduard Roig, a specialist in the field of public administration, administrative law and anticorruption.
Representatives SIGMA prepare annual reports on the state of public administration reform in the Western Balkans countries and submit them to the European Commission on the basis of which a report on the progress of countries was being prepared.
The aim of their visit is the analysis of the situation in Montenegro and gathering relevant date necessary for report preparation.
Mr. Sisternas is responsible for drafting the Analysis for 2013, which refers to the Ombudsman of Montenegro. On that occasion Mr. Sisternas, apart from representatives of the Institution of Ombudsman, is to meet with representatives of the Parliament of Montenegro, the Committee on Human Rights and Freedoms, the Ministry for Human and Minority Rights and the Bar Association of Montenegro.
SIGMA focuses its activities on:
• The legal and administrative framework, the Constitution, democracy and the rule of law, public administration, public integrity systems;
• Audit and external audit, including the management of EU funds; supreme audit institutions and systems for public internal financial control;
• Public expenditure management, budget and treasury system;
• Systems for procurement;
• Capacities for Policy Creating and Coordination; regulatory reform.
