International Conference “The Role of Parliaments in the Process of European Integration: Constitutional and Legislative Changes“ Ends in Sarajevo

Mr. Miodrag Vuković, the Chairman of the Committee on International Relations and European Integrations, addressed participants on the behalf of the Delegation of the Parliament of Montenegro, presenting constitutional organization and European path of Montenegro, emphasizing the internal democratic state transition.

Two-day International Conference “The Role of Parliaments in the process of European Integration: constitutional and legislative changes“, organised by the Parliamentary Assembly of Bosnia and Herzegovina, Konrad Adenauer Foundation and OSCE Mission in Bosnia and Herzegovina, ended today in Sarajevo .

National experiences in the field of constitutional and legislative changes of Swicerland, Bosnia and  Herzegovina, Croatia, Serbia, Slovakia, Hungary, Slovenia and Montenegro were presented on the second day of the Conference.

Mr. Miodrag Vuković, the Chairman of the Committee on International Relations and European Integrations, addressed participants on behalf of the Delegation of the Parliament of Montenegro, presenting constitutional organization and European path of Montenegro, emphasizing the internal democratic state transition. MP Vuković primarily emphasized the presence of consensus of all parliamentary parties as well as high public support with regard to the integration of the country into the European Union. He said that Montenegro was a country of harmonized parliamentary system with a system where all independent state authorities cooperated mutually, and that the Parliament had a role of active participant with regard to the process of European integration.

- Positive assessment of the Parliament, being the part of the Final Progress Report of the European Commission, was confirmation of overall contribution of legislative body through hard work in the process of adopting European laws, control role of the Parliament and communication that we had with citizens, MP Vuković said. Explaining activities on amendments to the Constitution of Montenegro, the Chairman of the Committee on International Relations and European Integration pointed out that constitutions in the process of European integration would lose their strength, due to the need of candidate states to adapt its national constitutions to international law.

Enhancing national legislative procedure as a precondition for successful compliance with the EU law, influence of the EU legislation on national systems of candidate countries, unique methodological rules for drafting regulations as generally-binding law instruction and role of experts in enhancing legislative process were discussed during the meeting.   

In addition to MP Miodrag Vuković, Deputy Chairman of the Constitutional Issues and Legislative Committee, Mr. Velizar Kaluđerović, also participated in the meeting.
