He graduated from the Faculty of Law in Podgorica, obtained master degree at the Faculty of Economics also in Podgorica (public finance) and finished his doctoral thesis in Belgrade (industrial management).
Since 2002, he has been elected MP of Montenegro during four convocations, covering the following positions: Chairperson of the Commission for Monitoring and Control of the Privatisation Procedure (2008/2010), Chairperson of the Committee on Political System, Judiciary and Administration (2003/2006) and Head of MP Group of the Democratic Party of Socialist (2008/2010).
In the Government of Montenegro he performed a duty of the Minister of Culture, Sports and Media (2006/2007) and Minister of Sustainable Development and Tourism (2010/2012). He is a member of the Main Board of DPS. He was a political director of DPS (2007/2010) and spokesperson of DPS (2003/2006).
He wrote five novels (Lap Top, Made in Yugoslavia, Francuski poljubac, Harem and Parenje labudova), and he also paints. He is a lecturer at the Faculty of Business Studies of the Mediterranean Tivat.
