Article 12 of the Stabilisation and Association Agreement stipulates that political dialogue takes place at parliamentary level within the Stabilization and Association Parliamentary Committee (SAPC), while article 125 stipulates founding of the SAPC as the forum for members of the Parliament of Montenegro and of the European Parliament to meet and exchange views at intervals that they determine.
SAPC was set up upon entering into force of the Stabilization and Association Agreement. The Collegium of the President of the Parliament adopted the Decision on Appointment of Members of the Parliament of Montenegro to the Stabilisation and Association Parliamentary Committee at the meeting held on 1 June 2010.
The first constitutive meeting was held in Brussels on 27 and 28 September 2010, when the Rules of Procedure of SAPC were adopted.
As a rule, the Committee meets twice a year, interchangeably in Brussels or Strasbourg and Podgorica. Chairs of the delegations of the European Parliament and the Parliament of Montenegro co-chair the SAPC meetings, in accordance with the provisions laid down in its Rules of Procedure.
SAPC considers all aspects of relations between the EU and Montenegro and, in particular, the implementation of the Stabilisation and Association Agreement. Declaration with recommendations are discussed and adopted at the SAPC meetings and addressed to the European Parliament, the Parliament and Government of Montenegro, the Council of the EU and to the European Commission.
Secretariat has been set up in the Parliament of Montenegro with the aim to provide technical and professional support to this Committee and communication with the European Parliament.
