In the Resolution and Recommendation adopted on the basis of the Report on combating discrimination against older persons on the labour market, Parliamentary Assembly of the Council of Europe called on member states to introduce measures for older workers wishing to enter or re-enter the labour market as well as for older employees. PACE MPs assess that older persons are faced with unjustified discrimination in the sphere of employment, especially where access to recruitment and further training is concerned. Parliamentary Assembly of the Council of Europe also called on member states to ensure that their national legislation includes age among the criteria of non-discrimination.
During the discussion on strengthening the institution of ombudsman in Europe, MPs of the Parliamentary Assembly of the Council of Europe emphasised that the institution of ombudsman played an important role in consolidating democracy, rule of law and human rights. While there is no standardised model across Europe – some countries choose a single-member generalist ombudsman institution, others opt for a number of ombudsmen at regional level or in specialised fields – all share the goal of reviewing maladministration and protecting the rights of individuals. Council of Europe member States which have not yet set up a national ombudsman are encouraged to do so, endowing the institution with a broad mandate to investigate individual complaints. Ombudsman should be impartial and independent, established by the Constitution and appointed and accountable to parliament. In addition, countries should provide their ombudsmen to have financial and human resources to perform the job, as well as to overtake all necessary activities on promotion of institution of ombudsman, so the citizens to be better informed with his competences.
On the final day of the Autumn Session, Head of the Delegation of the Parliament of Montenegro to the Parliamentary Assembly of the Council of Europe Mr Zoran Vukčević, PhD, participated at the meeting of the Bureau, composed of the President and vice presidents of the Parliamentary Assembly, chairpersons of political groups and chairpersons of PACE committees. During the meeting, activities of the PACE in the period to come were discussed.
