At the Plenary Session of PACE held today, there was a discussion about humanitarian situation in areas in Russia and Georgia, affected by conflicts and war. It was concluded that, despite what has been done, further efforts must be invested in addressing humanitarian challenges as long as the lives of people are affected by politics.

In addition, the Report of Observance of Commitments by Azerbaijan was discussed and adopted, which recognized achieved progress of the country regarding establishing of legal frameworks for the functioning of democratic institutions. 

The Report on Issue of Political Prisoners in Azerbaijan, which among other notes violation of European Convention on Human Rights and Freedoms, regarding the manner of treatment of political prisoners, was not adopted at the Plenary Session of PACE.

On the third day of the Winter Session of the Parliamentary Assembly of the Council of Europe in 2013 meetings of the Committee on Social Affairs, Health and Sustainable Development and the Committee on Culture, Science, Education and Media were held, as well as the meeting of the Group of Socialist which members of the Montenegrin delegation participated in. Furthermore, meetings of the following committees were held: Legal Affairs and Human Rights; Equality and Non-Discrimination; Migrations, Refugees and Displaced Persons and Honouring of Obligations and Commitments by Member States of the Council of Europe (Monitoring Committee).

Montenegrin delegation composed of: Mr. Zoran Vukčević, Mr. Damir Šehović, Mr. Predrag Sekulić and Mr.  Borislav Banović participates in the Winter Session of the Parliamentary Assembly of the Council of Europe in Strasbourg from 21- 25 January 2013.
