The topic of the Fourth working day of the PACE was situation of Syrian refugees in Turkey, Jordan, Libya and Iraq, by rapporteur Ms Nataša Vučković, and Plenary Meeting was continued with questions from human rights field. Annual Report of the European Commissioner for 2012 was considered as well as Frontex from human rights field.
Frontex is in charge of coordination of Member States actions relating to management and control of the external borders of the European Union. Frontex and European Union Member States were criticised for not performing common operations of border control and return operations in compliance with human rights standards. Solicitude regarding the implication of human rights and in line with it Frontex activities is raised on structural level in terms of lack of transparency, unclear competences and responsibility, lack of democratic oversight, especially in the form of agreements with third countries. It was concluded that further steps were necessary in order to improve democratic oversight by the European Parliament. In addition, trainings and activities of human rights for those included in Frontex operations should be priority and it is necessary to enable public responsibility by establishing independent oversight system as well as effective complaint mechanism. At the end of the discussion, it was concluded that some of the current faults of Frontex at operational and structural level had to be solved as soon as possible.
At the Meeting of the Committee for Equality and Non-discrimination held yesterday, where Montenegrin Delegation has no member, the Head of Delegation Mr Zoran Vukčević PhD in his letter sent to Chairperson of this Committee, pointed out to numerous incorrect data presented in the Report on Montenegro in the Report “Gender equality in the countries of the former Yugoslavia”, by rapporteur Jean-Charles Gardetto. The Report was withdrawn from the procedure, with the support of the other countries of the Former Yugoslavia (Slovenia, Croatia, Bosnia and Herzegovina, Macedonia), and it was decided new rapporteur to be assigned with the task of preparing new report, as it was proposed by the Head of the Delegation Mr Zoran Vukčević PhD.
The Head of the Delegation Mr Zoran Vukčević PhD participated at the meeting of the Committee on Political Affairs and Democracy, where it was talked on participation of Kosovo Delegation at the PACE work. It was agreed for discussion on manner of participation of this Delegation in the PACE to be continued at June session. The discussion on relations between Belgrade and Priština is expected to be held at the June Session of the Parliamentary Assembly.
