PACE Winter Session begins

First ordinary Winter Session of the Parliamentary Assembly of the Council of Europe (PACE) in 2016 has begun in Strasbourg today, and it will last until Friday, 29 January. 

Member of Delegation of the Parliament of Montenegro to the PACE Ms Snežana Jonica is participating on behalf of the Parliament of Montenegro.

On day one of the session, the Spaniard Pedro Agramunt (EPP/CD) has been elected PACE President for a mandate of one year, renewable once. Parliamentary Assembly of the Council of Europe (PACE) elected its 18 vice presidents from among its members. The seats for vice presidents in respect of the Russian Federation and Spain remain vacant.

The composition of the working bodies of the Parliamentary Assembly has been confirmed today. Members of Delegation of the Parliament of Montenegro to the PACE will also during 2016 participate in the work of the Committee on Political Affairs and Democracy, Committee on Legal Affairs and Human Rights, Committee on Social Affairs, Health and Sustainable Development, Committee on Migration, Refugees and Displaced Persons, Committee on Culture, Science, Education and Media and Committee on Equality and Non-Discrimination.

On the occasion of establishing the agenda of Winter Session, the PACE decided to hold on Wednesday afternoon a debate under urgent procedure on the topic: "Combating international terrorism while protecting Council of Europe standards and values". In addition, the agenda of the fourth day of this session has been extended by a discussion that will be focused on attacks on women in European cities during the New Year's Eve.

Mr Daniel Mitov, Minister for Foreign Affairs of Bulgaria, addressed the Assembly during the afternoon part of the session in the capacity of Chairperson of the Committee of Ministers 

The agenda of day two of the session includes a consolidated discussion on proposals for resolutions on topics: “Escalation of violence in Nagorno-Karabakh and the other occupied territories of Azerbaijan” and "Inhabitants of frontier regions of Azerbaijan are deliberately deprived of water” as well as a discussion on the topic: “Introduction of sanctions against parliamentarians”.

PACE will also decide whether to grant the request for partner for democracy status with the Parliamentary Assembly submitted by the Parliament of Jordan.
