In the period from 1 January to 31 July 2013, the Parliament of Montenegro held 14 sittings of the First Ordinary (Spring) Session and five sittings of the Extraordinary Session, where a total of 97 acts had been adopted, consisting of 62 laws, 12 decisions, 16 decisions on elections and appointments, six conclusions, and one opinion.
This period was especially marked by the work on amendments to the Constitution of Montenegro, which ended with adoption of the Proposal for Amendments I to XVI to the Constitution of Montenegro and the Proposal for Constitutional Law on Implementation of Amendments I to XVI to the Constitution of Montenegro, at the 12th Sitting of the First Ordinary (Spring) Session.
During the Spring Session, five special sittings of the Parliament were held, consisting of the two special sittings dedicated to the Prime Minister's Hour, and three dedicated to the Prime Minister's Hour and the parliamentary questions. During these sittings, the Prime Minister was asked 31 questions, while the ministers were asked 151 questions, and there were 12 additional questions asked.
In the end of May, a Decision on Initiating a Parliamentary Inquiry and forming the Inquiry Committee for the purpose of collecting information and facts on the events relating to the work of state authorities regarding publishing of audio recordings and transcripts from the meetings of DPS authorities and bodies was adopted. The Inquiry Committee held 12 meetings, where a total of 17 persons gave their statement in accordance with the Article 13 of the Law on Parliamentary Inquiry, and submitted the Technical Performance Report to the Parliament . The Parliament got acquainted with the Technical Performance Report of the Inquiry Committee on 31 July, at the 13th Sitting of the First Ordinary Session.
On the grounds of the Conclusions adopted by the Parliament at the Seventh Sitting of the First Ordinary Session, a Working Group for Building Trust in the Election Process was formed, shall will analyse and assess the need, on the basis of their own observations and recommendations by the OSCE/ODIHR and the Council of Europe, as well as complying with the standards of the European Union in this field, to prepare proposals for amendments to the Law on Voter Registers, Law on Identity Cards, Law on Registers of Permanent and Habitual Residence, Law on the Election of Councillors and MPs, Law on Financing of Political Parties, and Montenegrin Citizenship Law.
In the period until 31 July, the working bodies of the Parliament of Montenegro held a total of 190 meetings, in 203 days, which lasted 374 hours and 22 minutes. At those meetings, a total of 632 items of the agenda were considered, consisting of 231 proposals for the law, and 1,172 amendments. A total of five control and 12 consultative hearings were held, and the practice of organising visits, conferences, thematic meetings, and other activities was continued.
With a view to further promoting the efficiency of work of the Parliament, including the planning of legislative and oversight activities, on the 19 March 2013, the Collegium of the President of the Parliament adopted the 2013 Plan of Legislative Work, the 2013 Action Plan for Strengthening the Legislative and Oversight Role of the Parliament of Montenegro, and the Activities Calendar of the Parliament for the period until 31 July. At their meeting held on 30 June, the Collegium of the President of the Parliament adopted the Report on Implementation of the Action Plan and the Report on Implementation of the Legislative Work Plan. Both these reports are available at the website of the Parliament.
A short summary on the most important activities in the first half of 2013 are published in the Interim Performance Report of the Parliament. A more detailed information on the performance of the Parliament for the period until the end of the First Ordinary Session in 2013 will be published in the report which is currently being drafted.
