He was born in 1950, in the village of Vidrama, municipality of Pljevlja (father Simeun, mother Marta-née Janjić). He is married, and a father of two. He completed elementary school and gymnasium in Pljevlja, and the School of Medicine at the University of Belgrade in 1974. He specialised in general surgery at the Military Medical Academy in Belgrade, and he completed his post-graduate studies in the field of digestive system at the School of Medicine at the University of Belgrade in 1993. He completed his subspecialisation in vascular surgery in 1995, also in Belgrade. He worked as a general practitioner and a surgeon at the Medical Centre in Pljevlja until 1991.

He is a Serb by nationality; he speaks Serbian, and has a basic knowledge of Russian and English.

He was the Chairperson of the Municipality Board of the Serb People's Party in Pljevlja since its foundation in 1990 until the split with Mr Novak Kilibarda in 1997; from that period until 2009 he was the Chairperson of the Municipality Board of the Serb People's Party (SNS), and afterwards the Chairperson of the Municipality Board of the New Serb Democracy. He was a member of the Main Board of the People's Party, then the Vice President of the Serb People's Party and finally a member of the Presidency of the New Serb Democracy.

At the first multiparty elections, he was elected as the MP from the candidate list of the People’s Party. He was a member of Montenegrin Parliament Delegation in the Chamber of Republics and Provinces of the Yugoslav Federal Assembly. He was twice elected as the MP in the Council of Citizens of the Federal Assembly of FRY and he was the Head of the MP Group. He was the MP in the Parliament of Montenegro during several terms as well as the councillor in the Local Assembly Pljevlja. During the previous term of office, he was the Head of the MP Group of the New Serb Democracy.
