“Montenegrin Constitutional Parliamentarism is 106 years long. Maturity of a state is measured by the position the Parliament has, as a foundation institution in constitutional arrangement of allocation of powers. The Parliament is an expression of the direct will of citizens and it is the temple of democracy preserving basic society values. The Parliament is the place of the basic political dialogue and resolving the issues which compress all real political differences and contradictions, immanent to all democratic societies. Decisions regarding state interest arise from the dialogue in the Parliament.
The Parliament of Montenegro continuously improves its position in many fields of the parliamentary work. Owing to joint efforts of all parliamentarians, we earned high marks in the last report of the European Commission which notes the continuous and dynamic development of the Montenegrin Parliament.
The Parliament of Montenegro becomes the key political institution of the Euro Atlantic integration. I am positive that the 25th Convocation of the Parliament will bring new quality, and that it will continue to be the promoter of further encouraging for democratic processes, fostering political culture and improvement of togetherness and belonging to the State of Montenegro.
In the expectations that we will be worthy of the most honourable position as your representatives in the Montenegrin temple of democracy, I congratulate you 31st October - The Day of Montenegrin Parliamentarism.
