OSCE PA President Emeritus and President of the Parliament of Montenegro Mr Ranko Krivokapić will lead the Vienna Process in Germany, which will gather the Russian and Ukrainian Parliamentary Delegations, in light of the efforts to deescalate the Russian-Ukrainian crisis.
In the beginning of 2015, the continuation of activities on resolving the Russian-Ukrainian crisis was agreed, and the holding of the meeting in Germany on 28-29 March was scheduled, where the two delegations, led by President Krivokapić and Head of German Delegation Ms Doris Barnett could discuss a special topic “From conflict to compromise – experience of the German-French border regions”.
It is important to note that the support of the Russian and the Ukrainian sides for establishing the Vienna Process in the OSCE Parliamentary Assembly was secured during President Krivokapić’s two-day visit to Moscow and Kiev on 31 March-1 April 2014.
The goal of the Vienna Process is to open the space to parliamentary diplomacy, i.e. to provide opportunities for parliamentarians to deal with significant issues concerning their citizens through dialogue and sharing of opinions.
On 11 April, in the midst of the crisis, President Krivokapić organised the first meeting between the Russian and the Ukrainian sides in Vienna.
