"Dear citizens of the Royal Capital of Cetinje,
Montenegrin history was born in Cetinje and had been kept there - all of our greatest successes, our spirituality and duration had been related to your city.
Back in 1878, with the international recognition of Montenegro, Cetinje got the outlines of the European capital. It was no coincidence that Cetinje had been selected as the lifeline of Montenegro - because all the rivers of freedom and defense originated from the city at the foot of the Mountain Lovćen. It has always been the heart and soul of civic Montenegro.
That is why the state and the local government have special responsibility to take care of Cetinje and restore its perspective, fame, and make it a place that offers a decent job and future to the young. Cetinje statehood, anti-fascist torch and civic spirit form the hub of modern Montenegrin state. The obligation of us all is to make Cetinje a place of a better life for its citizens.
I believe that the state will do more for Cetinje.
