President sends an official letter to Mayor of the Capital City, Secretary General of the Union of Municipalities, and OSCE Head of Mission

President of the Parliament of Montenegro Mr Ranko Krivokapić has sent official letters to Mayor of Podgorica Mr Slavoljub Stijepović, Secretary General of the Union of Municipalities of Montenegro Mr Refik Bojadžić, as well as Head of the OSCE Mission to Montenegro H.E. Ms Janina Hrebičkova, in accordance with the agreement at the Parliamentary Dialogue.        

      

In accordance with the agreement from the second meeting of the Parliamentary Dialogue held on 21 December 2015, President of the Parliament of Montenegro Mr Ranko Krivokapić has sent the official letters.

Esteemed Mayor Stijepović,

I would like to inform you that it was noted at the meeting of the Parliamentary Dialogue  on Preparing Free Elections, consisting of presidents of parliamentary parties, that the Capital City did not meet its legal requirement of adopting a Decision on Local Communities, in accordance with the existing legislation.

On that occasion, and with a view to building trust in the election process, it was jointly noted at the Parliamentary Dialogue that the Capital City should undertake all the necessary actions in order honour the legal obligation of adoption of the Decision on Local Communities, no later than 31 January 2016.

Acknowledging your dedication to legal operating and dynamic development of the Capital City, I expect that you will react timely within your purview in this segment and enable implementation of this obligation, thus contributing to quality and effectiveness of political dialogue, whose goal is the preparation and organisation of free elections.

“Esteemed,

I would like to inform you that it was agreed at the Parliamentary Dialogue on Preparing Fair and Free Elections, consisting of presidents of parliamentary parties, that the changes would be made in the composition of governing bodies of entities exercising public powers at the local level, in a manner to enable representatives of opposition parties at the local level to have adequate representation through nominating their candidates to these bodies.

            On this occasion, and in the function of implementing political agreement contributing to building trust in the election process, it is necessary that you, in communication with local administrations, ensure carrying out of changes in the governing bodies within a reasonable deadline.

I would like to inform you that it was agreed at the Parliamentary Dialogue on Preparing Free Elections, consisting of presidents of parliamentary parties, that a representative of your Mission to Montenegro should be invited to participate in continuation of the Dialogue.

            On this occasion, I invite you to designate a representative of the OSCE Mission to Montenegro who would monitor the activities of the Working Group of Parliamentary Dialogue.

            Allow me to remind you that the Working Group will continue its work starting from Monday 28 December 2015, at 09:00 in the Parliament of Montenegro.
