“Distinguished citizens,

Nourishing anti-fascism as one of its fundamental pillars, Montenegro confirms in the best manner its belonging to Europe. 13th July Uprising, as nationwide revolt in the area of enslaved Europe, was in line with Montenegrin life principles that the very human existence loses its meaning without freedom and justice. Without such moral code, Montenegro would not be so longevous and free. Dying for these lofty ideals was a matter of honour for every Montenegrin. Millennium-long Montenegrin fight for freedom has yielded the light of resistance, which impressed the whole Europe with the uprising against the biggest disaster of the previous century - fascisms. There would be no Montenegrin anti-fascism without our millennium long libertarianism. Without Montenegrin anti-fascism, there would be no glorious 21st May, when we renewed Montenegro with all its religions and nations.

Our state will proudly serve remembrance to victims of anti-fascism struggle.
