Regional Working Meeting on ″Ensuring financial autonomy of parliaments with a view to adequately fulfill the rights and obligations of members of parliaments″ ended in Sarajevo

On the second working day of the Regional Meeting, held in Sarajevo on 3-4 July, the moderator of the third session, on the subject of ″Obligations of members of parliaments″ was Dragutin Rodić, the Chairperson of the Joint Committee on Administrative Affairs of the Parliamentary Assembly of Bosnia and Herzegovina 

Representatives of the following regional parliaments took part in the discussion: the Parliament of Montenegro, National Assembly of the Republic of Serbia, Assembly of AP Vojvodina, Assembly of the Republic of Macedonia, Parliament of Albania, Parliament of the Federation of Bosnia and Herzegovina – House of Representatives, Parliament of the Federation of Bosnia and Herzegovina – House of Peoples, Assembly of the Brčko District, National Assembly of the Republic of Srpska and Parliamentary Assembly of Bosnia and Herzegovina

The delegation of the Administrative Committee of the Parliament of Montenegro was composed of: Radovan Obradović and Emilo Labudović, members of the Committee and Goranka Vučinić, Secretary of the Committee.

The session covered issues of: the importance of financial independence of parliaments on the smooth functioning of the institution; achieving greater degree of financial autonomy of parliaments, and at the same time not disturbing the stability of the budget; achieving understanding of the executive power and the public for financial independence of parliaments; what are the rights of MPs in relation to the rights of officials of the executive and judicial power; whether MPs should be socially vulnerable in times of economic crisis; who and in what way MPs represent and what is the most effective way to work on the ground with the public. Special insight participants of the session gave during the discussion involving the financing of political parties.

At the end of the working day, participants of the Regional Working Meeting reached the following:

1. We note that the Regional Meeting on ″Ensuring financial autonomy of parliaments with a view to adequately fulfill the rights and obligations of members of parliaments″ fully met expectations and that in the future we should continue to exchange experiences on this topic;

2. Autonomy of the Parliament is necessary, but in adequate time, space and possibilities of individual countries;

3. We support transparency in law and secondary legislation decision-making process that define the area of ​​ rights and obligations of MPs;

4. We support further improvement of standards related to the entire spectrum of legislative life, especially in relation to the organization and procedures, functions and values ​​of parliaments; and

5. The necessity of financing political parties in a transparent manner from the budget in a way that associated funds be paid directly from the budget at the expense of political parties and not the groups, and then from groups to political parties.
