At today’s 54th meeting of the Administrative Committee of the Parliament of Montenegro of the 25th Convocation, the Committee gave a positive opinion on the Rulebook on Organisation and Job Scheme of the Professional Service of the Commission for Prevention of Conflict of Interests, No. 00-63-14/15-48 of 26 June 2015. In the capacity of proposers of the Law, and in line with Article 67 paragraph 1 of the Rules of Procedure of the Parliament of Montenegro, Mr Slobodan Leković, President of the Commission for Prevention of Conflict of Interests, and Ms Maja Karas-Bošković, Advisor in the Commission for Prevention of Conflict of Interests, participated in the work of the meeting.
In line with Article 24 of the Electronic Media Law, the Committee decided to initiate the procedure for appointment of three members of the Council of the Agency for Electronic Media, by sending a Public Notice to authorised proposers from among representatives of universities, non-governmental organisations dealing with human rights and freedoms, and association of commercial broadcasters, whose representatives’ terms of office expire on 9 December 2015
The Committee established the text of the Public Notice and Application Form of proposal for appointment of members of the Council of the Agency for Electronic Media, and decided to submit the Public Notice for publishing by 15 July of the current year, to the “Official Gazette of Montenegro”, website of the Parliament and printed media “Pobjeda”, “Dan”, “Dnevne novine” and independent daily “Vijesti”.
The Committee also discussed the Request by the Senate of the Old Royal Capital of 11 May 2015 with regard to the Decision on Amendments to the Rules of Procedure of the Senate of the Old Royal Capital. With regard to that, the Committee concluded that Article 82 of the Constitution of Montenegro clearly determined the competences of the Parliament of Montenegro, while the Rules of Procedure of the Senate of the Royal Capital shall not impose obligations to the Parliament of Montenegro i.e. the Administrative Committee to appoint two deputy representatives of the Parliament of Montenegro in the Senate of the Old Royal Capital.
