At its 59th meeting held today, the Administrative Committee of the Parliament of Montenegro of the 25th Convocation considered the Request by the Basic Prosecutor’s Office in Kotor No Kt.327/15 of 9 November 2015, for the purpose of granting approval for the initiation of the criminal procedure against member of the Parliament of Montenegro Mr Milutin Đukanović.
The Committee, with a majority of votes (total of 8 MPs voted - five MPs “for”: Mr Radivoje Lala Nikčević, Chairperson of the Committee, Mr Milorad Vuletić, Mr Saša Pešić, Ms Marta Šćepanović, and Mr Radovan Obradović, members of the Committee, two MPs “against”: Mr Rifat Rastoder, and Ms Azra Jasavić, members of the Committee, and one MP “abstained”: Mr Rešad Sijarić, member of the Committee, while MP member of the Committee Ms Danijela Danka Marković did not vote), decided to propose to the Parliament of Montenegro of the 25th Convocation to render a decision on granting approval for the initiation of the criminal procedure against Mr Milutin Đukanović, member of the Parliament of Montenegro, for the criminal offence of attack on a person acting in an official capacity during performance of an official duty, referred to in Article 376, paragraph 3 in relation to paragraph 1 of the Criminal Code of Montenegro.
In continuation of the procedure for the appointment of three members of the Council of the Agency for Electronic Media by authorised proposers, the Administrative Committee of the Parliament of Montenegro of the 25th Convocation did not determine the Proposal for the list for appointment of three members of the Council of the Agency for Electronic Media by authorised proposers: universities, non-governmental organisations dealing with the protection of human rights and freedoms, and associations of commercial broadcasters, upon Public Notice No. 00-63-14/15-49 of 16 July 2015, because the Commission for Prevention of Conflict of Interests did not submit the opinion on potential conflict of interest of the candidate Mr Zlatko Vujović.
The Administrative Committee of the Parliament of Montenegro of the 25th Convocation noted that the MP Groups, in accordance with Article 4 paragraph 1 of the Decision on forming of the Committee on Monitoring Application of Laws and Other Regulations Important for Building Trust in the Election Process, submitted the following proposals of candidates:
- seven proposals from among the parliamentary majority: Mr Milutin Simović, Mr Miodrag Vuković, Mr Predrag Sekulić, Mr Mevludin Nuhodžić, from the MP Group of DPS; Ms Draginja Vuksanović, from the MP Group of SDP; Mr Suljo Mustafić, from the MP Group of Bosnika Party; and Ms Ljerka Dragičević, from the MP Group of Albanian parties (FORCA, AA), HGI and LPCG; and
- three proposals from among the parliamentary opposition: Mr Neven Gošović, and Mr Goran Danilović, from the MP Group of Independent MPs, and Ms Azra Jasavić, MP Group of Positive Montenegro.
Furthermore, the Committee noted that, after the submitted proposals, there were four vacant positions for members of the Committee from among the parliamentary opposition, and that the conditions for determining the Proposal for the Decision at the following meeting of the Committee were not met. In that respect, the Committee decided to inform the Collegium on the said facts, and at the same time to recommend, that, within democratic dialogue on conditions for holding of the upcoming parliamentary elections, the issue of filling vacant positions in the Committee with members from among the parliamentary opposition should be additionally considered.
The Administrative Committee of the Parliament of Montenegro decided to propose MP Mr Džavid Šabović as representative of the Parliament of Montenegro in the Senate of the Old Royal Capital.
Under the item of the agenda “Current issues”, the members of the Committee decided to extend the invitation to MP groups to submit proposals for candidates with regard to appointing the president and three members of the Jury for presenting the 13th July Award.
