The electoral system of Montenegro, in a wider sense, is a set of all procedures and measures, which, as defined by legal regulations of a country, refer to the elections, right to vote, organization of elections, the procedure and technique of election, allocation of mandates, protection of voting rights and the like.
The importance of the electoral system reflects in the fact that elections, in the system of representative democracy, represent the method of setting up the highest representative bodies in the country. The basis of the electoral system are set out in the Constitution of Montenegro, and later elaborated by special laws, which are governing elections.
In a more narrow sense, the electoral system is a method of mandate allocation. There are two basic systems: majoritarian and proportional representation system, with a range of varieties (D'Hondt method, the electoral quotient system).
