The second monitoring visit of the co-rapporteurs of the Monitoring Committee of the Parliamentary Assembly of the Council of Europe to Montenegro will be realized from 14 to 16 April 2014, when the number of meetings of Kimm Sassi - Finland and Terry Leyden – Ireland were planned with high officials of the Government, representatives of political parties in the Parliament of Montenegro, representatives of the executive, the judiciary, prosecutors, representatives of the competent authorities in the Municipality of Budva and Kotor, as well as with the representatives of international organizations based in Montenegro, the diplomatic corps, NGOs and the media.
The delegation of the Parliament of Montenegro to the Parliamentary Assembly of the Council of Europe - Mr Predrag Sekulić, Ms Draginja Vuksanović, Mr Mladen Bojanić, Mr Damir Šehović and Ms Snežana Jonica, will meet with the co-rapporteurs of the Monitoring Committee of the Parliamentary Assembly of the Council of Europe on Monday, 14 April 2014 at 2:30 pm, at the working lunch.
The Parliamentary Assembly of the Council of Europe adopted the Resolution 1890 (2012) "The honoring of obligations and commitments by Montenegro" in June 2012, which defines basic obligations and guidance on the tendency of acting of Montenegro in the future and what measures and actions to take to improve democratic processes and democratic values in it.
Key focus areas of the monitoring process are:
- Independence of the judiciary,
- Situation in the media,
- Fight against corruption and organized crime,
- Minority rights, the fight against discrimination and
- resolving the status of refugees and internally displaced persons.
In order to monitor progress in these areas, the co-rapporteurs of the Monitoring Committee have realized the first monitoring visit to Montenegro in the period from 8 to 10 July 2013, and drew up an information that was verified at the meeting of the Committee in Paris, on 7 November 2013.
The subject of interest of co-rapporteurs during this visit to Montenegro will be:
- the implementation of the PACE Resolution 1890 (2012), particularly in key areas,
- monitoring of activities conducted after the visit of co-rapporteurs in July 2013, especially in the areas of justice and resolving of the status of refugees and internally displaced persons, and the focus of the visit will be to establish the facts in relation to two key areas: the situation in the media and the fight against corruption and organized crime.
