The Parliamentary Assembly of the Council of Europe invited member states to ensure that ending child poverty was given priority in political decisions and to provide, in times of economic crisis, adequate funds for social welfare services. In accordance with the unanimously adopted Resolution, member states were invited to pay special attention to recent recommendations of the European Union in order to ensure that children have equal access to resources and services they require, thus helping children from poor families and creating conditions for their growing up and equal opportunities for all. The Parliamentary Assembly of the Council of Europe recommended to the Committee of Ministers to pay greater attention to ending child poverty and implementing European standards for rights of the child, especially in preparation of Strategy for the Rights of the Child after 2015.
During debate on the right of refugees to work, it has been emphasised that common practice in accordance with the international law in most member states of the Council of Europe is to enable the refugees to exercise their right to work, as well as that the asylum seekers could achieve that right after certain period of time of residing in a country. That is also beneficial for the country, because it does not need to provide social welfare, and it significantly contributes to their integration in society. Access to labour market is very important for each individual, but adequate regulations need to be adopted to regulate this right for refugees. The PACE invited member states to reduce legal, administrative and practical obstacles for participation of these categories of population in the labour market.
