Position of religious and ethnic communities in the Middle East, particularly in Iraq and Syria is miserable due to the activity of a terrorist group known as the "Islamic state". PACE expressed deep concern because three thousand young Europeans have been fighting for "Islamic state" in Iraq and Syria, and it called on member states of the Council of Europe to continue to take measures to detect and prevent such engagement of young people. Parliamentarians agreed that priority in future period should be establishment of peace in this region. The Assembly called for more humanitarian aid to these countries, as well as funding programs for the reconstruction of the affected areas, under the supervision of the United Nations.
In the afternoon, the discussion was about the activities of the European Bank for Reconstruction and Development. MP Damir Šehović spoke in the debate on the activities of the European Bank for Reconstruction and Development for the period 2013-2014. MP Šehović stressed the importance of the European Bank for Reconstruction and Development, noting that this organization is an important connection between the economy and democracy. He stated that the European Bank for Reconstruction and Development is one of the most successful and clearest examples of the interconnectedness of the economy and democracy, which is especially important having in mind that the main that the main idea of creating the European Bank for Reconstruction and Development is to promote transition toward a market economy in the countries of Eastern Europe. He assessed that the economy has always been the first, and in many cases the most important step in the democratization of society. He pointed out that he is coming from a country that had significant support and expert assistance from the European Bank for Reconstruction and Development, adding that the mission of this organization should be oriented towards stabilization and further development of Europe. He stated that he supports a new action strategy of the European Bank for Reconstruction and Development and hopes for its effective implementation in the future.
Also, there was a discussion on the monitoring procedure of the Parliamentary Assembly of the Council of Europe in the period from September 2013 to October 2014, and the Report on honoring of obligations and commitments by Albania was considered.
In accordance with the conclusions of the Rapporteur Stefan Schennach, Chairperson of the Monitoring Committee, the Parliamentary Assembly of the Council of Europe requested Monitoring Committee to introduce periodic review i.e. monitoring of the member states of the Council of Europe which are not at the stage of monitoring or post-monitoring in order to ensure honoring of obligations and commitments by all member states of the Council of Europe. Today adopted Resolution defines that reports should contain specific deadlines in which states are obliged to fulfill the remaining obligations in the post-monitoring procedure. Also, it was determined that if the state fails to comply with the deadlines, it must be returned in the monitoring procedure.
Chairperson of the Committee of Ministers, the Minister of Foreign Affairs of Azerbaijan Elmar Mammadyarov spoke at the plenary session of the Parliamentary Assembly of the Council of Europe. He pointed out that the situation in Ukraine remains in the focus of interest of all the bodies of the Council of Europe. He reminded of the view of the Committee of Ministers that the member states should peacefully resolve their disputes, with full respect for the territorial integrity of other states and once again called for a peaceful and sustainable resolution of the conflict, stressing the readiness of the Council of Europe to help Ukraine to implement the necessary democratic reforms. He informed MPs of the numerous activities of the Committee of Ministers during Azerbaijani presidency stressing that the Council of Europe has a mission to help all member states to achieve democracy standards and respect for human rights and freedoms.
During the day, members of the Montenegrin delegation participated in meetings of the Committee on Political Affairs and Democracy, Committee on Social Affairs, Health and Sustainable Development, Committee on Migration, Refugees and Displaced Persons, Committee on Equality and Non-Discrimination and Committee on Legal Affairs and Human Rights.
Also, 21st meeting of the Network of parliamentarians to stop sexual violence against children was held.
