Meeting between members of the Delegation of the Parliament of Montenegro to the PACE and co-rapporteurs of the PACE Monitoring Committee

Members of the Delegation of the Parliament of Montenegro to the Parliamentary Assembly of the Council of Europe Predrag Sekulić PhD, Draginja Vuksanović PhD and Snežana Jonica met today on a working lunch with co-rapporteurs of PACE Monitoring Committee Kimmo Sasi and Terry Leyden who paid the third monitoring visit to Montenegro.  

Head and members of the Delegation of the Parliament of Montenegro to the PACE informed co-rapporteurs about key activities carried out in Montenegro in the period from their previous visit, held in April 2014, until today, with regard to the fulfillment of the PACE Recommendation. They expressed satisfaction with today's completion of the work of Working Group that did the draft version of the Law on Financing of Political Parties and Election Campaigns and compliance of proposals in a high percentage by the government, opposition and representatives of non-governmental organizations, which is considered the success of the Parliament. The text of this law, the innovation of which is required by the opposition, due to the return of confidence in the electoral process, will be adopted in the Parliament by the end of the year. Co-rapporteurs of the PACE Monitoring Committee expressed satisfaction with the exceptionally good cooperation realized during the visit. They stated that before the visit they had received Information with comments to the Preliminary Draft Report on the honoring of obligations and commitments by Montenegro, which stands out by its quality from other reports of delegations from other countries, for its length, detailed information and accuracy, which would influence that in many parts it will be need to modify the text of the Preliminary Draft Report by the meeting of the Monitoring Committee on 11 December 2014 in Paris, which was assessed as the commitment of Montenegro to achieving international standards and implementing Convention rights. They emphasized the importance of the adopted constitutional amendments that stimulated the work on a number of important laws and the texts of those laws were at a public debate and sent to the opinion of the Venice Commission. Their adoption (Draft Law on Courts, the Draft Law on the rights and duties of judges and the Judicial Council and the Draft Law on the State Prosecutor's Office) is expected by the end of the year.

In the afternoon, co-rapporteurs held separate meetings with representatives of MP Groups of the ruling coalition and opposition political parties.

Meeting with MP Groups of the ruling coalition was attended by: Predrag Sekulić PhD, member of the Democratic Party of Socialists, Damir Šehović MA, member of the Social Democratic Party, Almer Kalač, head of the MP Group of Bosniak Party and Genci Nimanbegu, head of the MP Group of Albanian parties (FORCA, AA), HGI and LPCG.  Meeting with MP Groups of the opposition political parties was attended by: Goran Danilović, head of the MP Group of Democratic Front, Goran Tuponja, head of the MP Group of Positive Montenegro and Azra Jasavić, MP in the Positive Montenegro. 

Montenegro is in the process of a two-year monitoring by the Council of Europe.

The Parliamentary Assembly of the Council of Europe, in June 2012, adopted Resolution 1890 "The honouring of obligations and commitments by Montenegro", which defined basic obligations and guidelines in what direction Montenegro should operate in the future and what measures and actions to take in order to enhance democratic processes and democratic values in Montenegro.

 

Key fields of interest in the process of monitoring are:

- Completion of the reform of the judiciary and amendments to the Constitution,

- The capacity of political parties to achieve the necessary compromises,

- Ensuring the respect and implementation of rights of all minorities, including the rights of LGBT people,

- The situation of Roma, Ashkali and Egyptians,

- The fight against corruption and organized crime and strengthening the supervisory authorities,

- The situation in the media and the working environment provided to journalists,

- The legal status of internally displaced persons and refugees, as well as finding permanent solutions for them, based on voluntary return or local integration.

In order to determine the facts and monitor the progress in mentioned fields, co-rapporteurs visited Montenegro previously twice, from 8 to 10 July 2013 and from 14 to 16 April 2014.
