On day two of the joint 91st Rose-Roth Seminar and Seminar of the Mediterranean and Middle East Special Group and Sub-Committee on Transatlantic Economic Relations of the NATO Parliamentary Assembly, the third session on: “The fight against extremism: challenges and strategies” was moderated by Mr Hassan El Filali, member of the House of Representatives of the Moroccan Parliament. During the sessions, the participants were addressed by Mr Francois Burgat, Research Director of the French national scientific research centre (CNRS) on “Jihadist Terrorism: a Religious Phenomenon?” and Mr Khalid Saqi, Director of the Mohammed VI Institute for Koranic Lectures and Studies on “The Role of Morocco in the Promotion of a Tolernce Model”.
This was followed by a part of the seminar devoted to: “Security sector reform and governance", moderated by Mr Morocco Mohammed El Azri, member of the House of Councillors of the Moroccan Parliament. The session was opened by Mr Robert Perito, Director of the Perito Group LLC and former director of the Center of Innovation for Security Sector Governance at the United States Institute of Peace who spoke about “Security and Police Force Reform”. Following his speech, the participants of the gathering were addressed by Mr Arnold Luethold, Assistant Director and Head of the operations in the MENA Region and representative of the Geneva Centre for Democratic Control of Armed Forces on the topic: “Reducing state fragility in the North Africa: The contribution from Security Sector Reform”.
The fifth session of the seminar on “The Libyan challenge and security in the Sahel” was moderated by Mr Gilbert Le Bris, representative of the French Parliament and Chairperson of the Mediterranean and Middle East Special Group (GSM), and participants were also addressed by a representative of the Ministry of Foreign Affairs and Cooperation on the topic: “The Moroccan Perspective”. Following this, the GSM Report on “Libya and the Terrorist Challenge” by the Italian rapporteur Mr Andrea Manciulli was presented to the participants of the seminar.
The next session devoted to the topic: “Human security in a changing environment: Resource stress and adaptation strategies in the MENA region”, was moderated by Mr Elmokhtar Rachdi, member of the House of Representatives of the Moroccan Parliament. Mr Mohamed Abdelraouf spoke within this session on the topic: “Water and Security” and then “Case of Morocco” was presented in the context of adaptation strategies in the North Africa and Sahel.
