The Joint Seminar held in Rabat, Morocco from 20 to 22 April 2016, for the most significant part was dedicated to the issues of internal and external priorities of the Kingdom of Morocco, a unified international strategy in the face of security challenges in the Middle East, the fight against extremism - challenges and strategies in that respect, security sector reform and governance, the situation in Libya and security in the Sahel, as well as the issues of from the field of corruption, security, migration flows and cooperation across the Mediterranean.
On the final day of the joint Seminar, during the session 7 moderated by Chairman of the Economics and Security Committee Mr Faik Oztrak, in part of the gathering dedicated to the topic “Corruption, Governance and Security”, the delegates were addressed by the inspector general - representative of the Ministry of Economy and Finance MR Abdelali El Berria and on that occasion he talked about “The Corruption-Security Nexus, including Terrorism Financing”. The attendees were also addressed by board member of the Transparency Maroc Mr Rachid Filali Meknassi talking about “The Role of Civil Society in the Fight against Corruption in the MENA Region”. The dialogue of participants in the Seminar within this session was focused on the issue of corruptive occurrences in the Middle Eastern countries and the consequences thereof, with special reference to endangering security environment and the relation with the occurrence of financing terrorism.
The concluding session of the joint 91st Rose-Roth Seminar and Seminar of the Mediterranean and Middle East Special Group and Sub-Committee on Transatlantic Economic Relations was dedicated to discussion on the topic “Migration flows: cooperation around the Mediterranean”, moderated by representative of the Netherlands Mr Menno Knip, Chairman of the ESCTER. In the role of presenters, there were the UNCHR representative in Morocco Mr Jean-Paul Cavalieri who presented an overview of migration flows in the Mediterranean, as well as Minister in charge of Moroccans living abroad and migration affairs Mr Anis Birou who spoke on “Moroccan Migration Policy and Morocco’s relation with its Diaspora in Europe”.
Within the concluding session of the Seminar, the delegates were addressed by: Speaker of the House of Representatives of Morocco Mr Rachid Talbi El-Alami, Speaker of the House of Councillors of Morocco Mr Hakin Benchamach, and Chairperson of the Mediterranean and Middle East Special Group Mr Gilbert Le Bris. They jointly estimated that the gathering has provided a forum for discussion on the current issues of security and political nature, with special reference to internal and external priorities of the Kingdom of Morocco, the unified international strategy in the face of security challenges in the Middle East, the fight against extremism, migration flows, and cooperation around the Mediterranean, then situation in Libya and security in the Sahel, the issues of corruption and other current topics from the subject area.
This seminar of the NATO Parliamentary Assembly was aimed at securing a forum and enabling dialogue at the parliamentary level on the issues of security among the main legislators of the NATO states and their counterparts from partner states and providing current information from the subject field.
Member of the Parliament of Montenegro's Permanent Delegation to the NATO PA Mr Obrad Mišo Stanišić took part in the joint Seminar.
The joint 91st Rose-Roth Seminar and Seminar of the Mediterranean and Middle East Special Group and Sub-Committee on Transatlantic Economic Relations of the NATO Parliamentary Assembly, whose implementation was supported by the Swiss Government, has gathered about 150 participants, such as parliamentarians from NATO and its associated members and partner states, high officials and representatives of international organisations, NGOs, universities, governments, and representatives of public opinion.
