First meeting of the Committee on Economy, Finance and Budget ended and the second meeting started

The Committee considered several items on the Agenda.

In the third continuation of the first meeting, the Committee on Economy, Finance and Budget decided to propose to the Parliament of Montenegro to adopt the proposals of financial plans with the work plans of the following independent regulatory bodies: Securities Commission of Montenegro, Insurance Supervision Agency, Energy Regulatory Agency, Administration for Pharmaceuticals and Medical Devices, Agency for Electronic Communications and Postal Services and Agency for Electronic Media, for the next year. The Committee unanimously decided to propose to the Parliament to adopt the conclusions regarding consideration of financial plans of independent regulatory bodies with the work plans.

The Committee considered 25 amendments and eight conclusions submitted to the Proposal for the Law on budget of the State for 2013. The Committee decided to propose to the Parliament to accept ten amendments, reject eight and informed the Parliament that they could not declare on six amendments submitted by the MPs that were not present at the meeting of the Committee. After the discussion, one amendment was withdrawn. In relation to conclusions, and after the stated opinion by the Government, the Committee decided to adopt one conclusion, while the remaining seven are to be reconsidered at the sitting of the Parliament.

The Committee began the second meeting and, after getting acquainted with the information on public procurement process for selection of the independent external auditor, as well as with the opinion of the Committee on Audit of the Central Bank, decided to give its consent to selecting „Deloitte“ d.o.o. Podgorica and „Deloitte“ d.o.o. Belgrade as the independent external auditor.

The Committee got acquainted with the Financial Plan of the Central Bank of Montenegro for 2013, which is submitted to the Parliament for insight every year, in accordance with the paragraph 3 of the Article 71 of the Law on the Central Bank of Montenegro.
