At its nineteenth meeting held today, the Committee on Economy, Finance and Budget considered the level of implementation of eight out of ten conclusions adopted by the Parliament of Montenegro of the 25th Convocation on the third sitting of the second (autumn) in 2012, regarding consideration of the Proposal of the 2013 Budget Law.
The Committee considered the implementation of eight conclusions under the ordinal numbers from 3 to 10, as the umbrella working committee of the Parliament of Montenegro, for the issues that are subject to conclusions.
The considered conclusions relate to the following: model of taxation of income of natural persons, budget income achievement analysis in relation to the planned and proposed measures in case they increase, salary policy and spending at the level of local self-governments, in public companies and shareholding companies in which the government is a majority shareholder and measures with the aim to rationalise expenses, proposal of measures for collecting the tax debt, analysis of existing regulations in the field of income tax, profit tax and real estate tax and proposal of measures for amending the corresponding regulations and analysis on implementing provisions of the law on property-legal relations.
As a baseline for assessing the degree of implementation of parliamentary conclusions, the Committee had gained access to the three pieces of information of the Ministry of Finance, as follows: an updated Information on implementation of parliamentary conclusions; Information on indicators of financial state of local self-government in 2012, as well as the Information on the level of earnings of employees of legal entities, joint stock companies and limited liability companies, with the state as a majority shareholder.
The Committee concluded that today's discussion represented the first stage in the review of implementation of conclusions, envisaged by the 2013 Work Plan of the Committee, as well as the Action Plan to strengthen the legislative and control roles of the Parliament of Montenegro in the 2013. During the third and fourth quarter of 2013, The Committee shall monitor the implementation of these conclusions and establish a final position by the time the Proposal for the 2014 Budget Law of Montenegro is submitted.
