Meeting of the Chairman of the Committee on Human Rights and Freedoms with representatives of association “Our Initiative”

The Chairman of the Committee on Human Rights and Freedoms, Mr. Halil Duković, PhD and the Deputy Chairwoman of the Committee, Ms. Ljiljana Đurašković, PhD and members of the Committee: prim. Dr Izet Bralić, Ms.  Ljerka Dragičević and Mr. Kemal Zoronjić met today with Mr. Milisav Korać, executive director and Mr. Slobodan Vuković, representative of the of Union of association of parents of children and youth with disabilities “Our Initiative”,  by which the cooperation established at the beginning of 2010 continued, with the aim to contribute to solving the issue of children and youth with development disabilities and improving their status in the society

This primarily refers to the comprehensive right to rehabilitation and health care, quality education, employment of that children and solving social status of their parents.

Instead of the Assistant to the Minister of Labor and Social and Children Welfare, whom the invitation was referred to, and due to prior engagement, was not in position to participate, Ms. Irma Kalač attended the meeting.

The Chairman of the Committee said that the Committee has paid special attention to this particularly vulnerable category of population so far, and through its activities, within the responsibilities arising from the Rules of Procedure of the Parliament of Montenegro, has sought to improve the situation of children with disabilities and their parents.

Mr. Milisav Korać and Ms. Slobodan Vuković, representatives of the Union “Our Initiative“, thanking the Chairman and members of the Committee for the previous cooperation and all activities conducted in the aim of improving position of the children with disabilities, emphasized that much should be done in the following period. They presented the problems faced by children with disabilities and their families, which are related to insufficient amount of funds they receive for care and assistance, inadequate dental care, problems in terms of rehabilitation, health care and insurance, education, and the manner of use of funds deposited into the Fund for Professional Rehabilitation and Employment of Persons with disabilities.

Representative of the Ministry of Labor and Social Welfare acquainted participants of the meeting with the activities the Ministry continuously conducts in the aim of improving the position of children with development disabilities and disabled persons, generally, stating the work on improving the Proposal for Law on Social and Children Protection is in progress, which was previously withdrawn prom the parliamentary procedure. The cooperation with NGOs dealing with issues of children with development disabilities was assessed as very important. She stressed that the Ministry of Labor and Social Welfare, within its financial capacities, will direct numerous activities in the following period to improve the position of disabled persons.

It was concluded at the meeting that all relevant subjects should conduct actiitites in the following period, in accordance with respective activities, in order to contribute to further improvement of the situation of children with disabilities by joint actions, as an extremely vulnerable population. Members of the Committee on Human Rights and Freedoms decided to support by their actions justified and realistic requirements that are aimed at improving the situation of children with disabilities, in accordance with legislative and financial capabilities of the state. Also, it was emphasized that employers, instead of paying to the Fund for professional rehabilitation and employment of persons with disabilities, should employ people with disabilities.
