While the Director of the Fund for Protection and Realization of Minority Rights delivered an introductory statement of the Report at the Fifth Meeting, held on 6th March 2013, MPs posed number of questions today regarding the work and manner of allocation of the Fund resources. It was assessed that the Fund for Protection and Realization of Minority Rights was a very important institution, essential for exercising of minority rights. MPs questions were related to the manner of realization of the project, criteria for resources allocation, level of meeting the State Audit Institution recommendations, as well as transparency of the Fund work and allocations of resources. In addition, it was emphasized that staff capacity available to the Fund were not sufficient for performing all the tasks, especially of those related to monitoring of the use of funds and implementation of the project.
Following the discussion and responses of the Director of the Fund and additional explanations of the President of the Board of Directors of the Fund for Protection and Realization of Minority Rights, with four votes “for“ and two “against“ the Committee for Human Rights and Freedoms supported the Report of the Fund for Protection and Realization of Minority Rights for 2011. The Committee reached the Conclusion by which the Ministry for Human and Minority Rights as well as Collegium of the President of the Parliament would be provided, one more time, with previously reached Conclusion, adopted at 72nd meeting of the Committee, held on 30th May 2012, on the occasion of suggested solutions contained in the Work Report of the Working Group for the preparation of acts of the Fund for Protection and Realization of Minority Rights, established by the Committee, on 15th December 2011, at the Consultative hearing on “Consideration of the organization model, functioning and manner of allocation of the Fund for Protection and Realisation of Minority Rights”.
Within current issues, the Committee on Human Rights and Freedoms decided, at the invitation of the Ministry for Human and Minority Rights, to appoint MP Snežana Jonica, the member of the Committee, as a member of the Working Group for drafting the law on amendments to the Anti-Discrimination Law and Law on the Protector of Human Rights and Freedoms of Montenegro, and MP Halil Duković, doctor, for a member of the Working Group for drafting the law on selection and usage of the national symbols.
