At the Fifth Meeting, held today, the Committee on Human Rights and Freedoms considered multiple items on the Agenda: election of the Deputy Chairman of the Committee on Human Rights and Freedoms; Report on work and manner of allocation of the resources of the Fund for the Protection of Minority Rigts for 2011, submitted by the Fund for Protection and Exercise of Minority Rights and the Report on Work of the Committee on Human Rights for 2012.
MP Dritan Abazović submitted a Proposal for supplementation of the Agenda, for reaching a Decision on control hearing of the Vice-President of the Government and Minister of Justice, Mr. Duško Marković, and Minister of Minority Rights, Mr. Suad Numanović, Dr. on the occasion of the “Recording” affair. He emphasized that the Minister of Justice was the only one in charged to submit an initiative for dismissal of the Supreme State Prosecutor. In his opinion “Recording” affair had a form of a classical political discrimination. In accordance with that, he considered that the Committee on Human Rights and Freedoms was the most competent to resolve disputes regarding that.
The Chairman of the Committee, Mr. Halil Duković, Dr. pointed out that the Protector of the Human Rights and Freedoms of Montenegro was a main institution regarding the protection of human rights and freedoms, so this issue should be send to him as national mechanism for the protection of all forms of discrimination. He believed that the work of the political parties was not under the competence of the Committee on Human Rights and Freedoms.
The Committee did not accept the proposed supplementation of the Agenda.
At the proposal of MPs of Democratic Front, in line with the Article 34 of the Rules of Procedure of the Parliament and internal agreement of the opposition, the Committee elected MP Ljiljana Đurašković as the Deputy Chairwoman of the Committee.
The Committee considered the Report on Work of the Committee on Human Rights and Freedoms for 2012. The Chairman of the Committee stated that more than a half of the activities stipulated by the Activities Plan for 2012 were implemented, and a number of activities was not implemented, primarily due to the shortening of the mandate of the Parliament and scheduling of the early parliamentary elections. The Committee adopted the Report on Work of the Committee on Human Rights and Freedoms for 2012.
The Committee considered the Report on work and manner of allocation of the resources of the Fund for the Protection and Exercise of the Minority Rights for 2011, and Director of the Fund for the Protection and Exercise of the Minority Rights, Mr. Safet Kurtagić, gave an introductory statement on it, afterwards the Meeting was interrupted, and the continuation was scheduled for 15th March 2013, at 13pm.
