The Seminar was organised by the European Union Delegation to Montenegro, in cooperation with the Directorate-General for Neighbourhood and Enlargement Negotiations (DG NEAR). The participants also included representatives of state and local institutions, ambassadors of the EU member states, international organisations, NGOs, and representatives of Roma and Egyptian population in Montenegro.
