The visit to Montenegro is aimed at ensuring understanding and carrying out situation assessment, in the spirit of good cooperation and dialogue, with regard to exercising right to freedom of opinion and expression in Montenegro.
During the visit, the Special Rapporteur will consider various issues stemming from his mandate, with a special view to the following areas:
- Free access to information;
- Incitement to hatred;
- Protection of journalists;
- Oversight and ownership over means of telecommunication and media;
- Freedom of expression and privacy on the Internet;
- Promotion of public demonstrations.
Apart from the representatives of the Parliament of Montenegro, Special Rapporteur will also hold meetings with the Prime Minister of Montenegro, Minister of Foreign Affairs and European Integration, Minister for Human and Minority Rights, Minister of Interior, Minister of Justice, Minister of Information Society and Telecommunication, Assistant to the Minister of Culture, Ombudsman of Montenegro, President of the Constitutional Court, President of the Supreme Court, acting Supreme Public Prosecutor, Director of Police Administration and Director of Agency for Electronic Media.
During his visit, the Special Rapporteur also plans to meet with representatives of the agencies of the United Nations, international and regional organisations, state institutions for human rights and organisations of civil society. Following the visit, the Special Rapporteur will submit the report which will be in the appendix of the report for the UN Human Rights Council, whose sitting is scheduled for March 2014. The Report will contain description and analysis of conversations performed by the Special Rapporteur during his visit, as well as recommendations for various entities, including the Government of Montenegro, which will receive the draft report in advance, in order to be able to provide its comments prior to submission of the final version of the report to the UN Human Rights Council.
