State Secretary of the Ministry of Interior, Ms. Jadranka Vojinović, spoke during the introductory part. She emphasized that by the Action Plan for Monitoring of Implementation of Recommendations given in the European Commission Opinion two activities aimed at enhancing the normative framework were defined, namely: Amendments to the LAP, conducted in June 2011, and preparation of the concept for the new Law on General Administrative Procedure, out of which recommendations for its fundamental reform would emanate.

Deputy Minister, Mr. Veselin Vukčević, spoke on the topic of new legal instruments of the Draft Law.

Mr. Alberto Cammarata, Deputy Head of the EU Delegation to Montenegro and Mr. Xavier Sisternas, Chief SIGMA administrator addressed the participants, and experiences of the region regarding administrative procedure were presented as well. 

In the end, it was concluded that suggestions and discussions heard at the Conference would contribute to finalisation of the legislative solutions.
