Assistant to the Minister of Finance, Ms. Biljana Šćekić, provided introductory remarks on Proposal of the Law on Budget for the following year, with special regard to projection of funds for the areas that this Committee follows in accordance with its competencies. Representatives of line ministries gave a detailed explanation of key programmes and projects with adequate allocated funds for their implementation.
In the debate, in which most of the Committee members participated, there was a general expression of dilemma and concern that the proposed funds are not sufficient for implementation of programme budget for the following year and certain activities. They also expressed the need to increase the part of funds allocated for agriculture, tourism and sustainable development in the future budget projections, which would initiate development trend in these two very wide and complex areas. Representatives of line ministries expressed appreciation for the reality which conditioned the proposed budget size, regardless of the need for a bigger size, as well as expectations that the projected programme budgets of all ministries shall be implemented within the set out framework.
After the all-encompassing debate, the Committee supported the Proposal of the Law on Budget of Montenegro for 2013 and pointed out the significance of spatial planning, agriculture, tourism and ecology for the future development of Montenegro, adding that, regardless of the economic crisis and restricted budget, more attention should be paid to these areas.
