The Committee on Health, Labour and Social Welfare of the Parliament of Montenegro held its 28th meeting with the following agenda: 1) Adoption of reports and minutes from the control hearing on the topic “Epidemiological Situation in Berane” and 2) Consideration of amendments (2) to the to the Proposal for the Law on Amendments to the Labour Law, submitted by DPS MPs. Two months ago, the Committee on Health, Labour and Social Welfare held control hearing of the Minister of Health Mr Miodrag Radunović, regarding the epidemiological situation in Berane. In line with the previous conclusion of the Committee, Committee members/MPs might submit proposals for conclusions, but none of the members of the Committee did so.
Report with proposals for conclusions is drafted and submitted for consideration and adoption to members of Committee.
The discussion was dynamic and purposeful, and the following MPs participated in it: Mr Janko Vučinić, Mr Goran Tuponja, Mr Andrija Popović, Mr Izet Bralić, MD, Ms Zorica Kovačević, Mr Halil Duković, MD, Mr Zoran Srzentić, MD, Mr Novica Stanić, MD, Committee members and Committee Chairperson Mr Zoran Jelić.
Upon the proposal of Mr Izet Bralić, the Committee adopted new conclusion, accepted by Committee members. Following the discussion, the Committee accepted by a majority of votes the Report from the control hearing on the topic “Epidemiological Situation in Berane” with the following conclusions:
1. The Committee requires from competent national authorities, Supreme Public Prosecutor and Basic Public Prosecutor’s Office in Berane to take measures within their jurisdiction in order to establish responsibility for the epidemics in Berane and to provide feedback to the Committee;
2. The Committee recommends to Local Assembly Berane to take all necessary measures and activities for the purpose of repairing water source and distributive network with the aim of improving the quality of water supply to the residence of Berane;
3. The Committee notes that health system in Berane responded timely and in a quality manner to the new situation; The Committee commended the health workers of Municipality Berane;
4. The competent Ministry to draft precise analysis of water network in Montenegro with the purpose of creating documentation for all water systems in Montenegro and to draft the precise analyse of the age of water network, in order similar problems to be prevented in Montenegro, in the period no longer than three months;
5. It is necessary to inform the Parliament i.e. the umbrella committee on all measures taken and conclusions reached.
MPs of Democratic Party of Socialist: Mr Zoran Jelić, Ms Zorica Kovačević, Mr Halil Duković and Mr Zoran Srzentić submitted two amendments to the Proposal for the Labour Law. MP Zoran Jelić, Committee Chairperson, submitted explanation on amendments on behalf of the proponents. Authorised representative of the proponent of the Proposal for the Law accepted the proposed amendment and those have become an integral part of the Proposal for the Law.
