Third continuation of the Seventh Meeting of the Committee on Health, Labour and Social Welfare

The Committee discussed 31 amendments submitted to the Proposal for the Law on Social and Child Welfare and one amendment submitted to the Proposal for the Law on supplements to the Pension and Disability Insurance Law

 

During the third continuation of the Seventh Meeting, held today, the Committee on Health, Labour and Social, Welfare of the Parliament of Montenegro considered amendments submitted to the Proposal for the Law on Social and Child Welfare:

-       sixteen amendments submitted by MPs Neven Gošović and Snežana Jonica;

-       three amendments submitted by MP Ljerka Dragićević;

-       one amendment submitted by MPs Velizar Kaluđerović and Zdenka Popović;

-       four amendments submitted by MPs Borislav Banović, Džavid Šabović, Izet Bralić and Draginja Vuksanović;

-      five amendments submitted by MPs  Rifat Rastoder, Borislav Banović, Damir Šehović, Izet Bralić, Draginja Vuksanović, Mićo Orlandić and Džavid Šabović;

-       two amendments submitted by MPs  Ana Ponoš i Mladen Bojanić

The Committee also considered amendment submitted by MPs Zoran Jelić, Halil Duković and Zorica Kovačević to the Proposal for the Law on supplements to the Pension and Disability Insurance Law

MPs Neven Gošović and Snežana Jonica submitted sixteen (16) amendments to the Law on Social and Child Welfare. Amendments submitters (1) changed amendment 1, so that it reads as follows: Article 19, Paragraph 1, Item 12 is amended and it reads as follows: “12) Homeless is a person who possess no property, has no dwelling nor means to satisfy the need for housing, so he/she is temporarily accommodated in shelter or resides in public or other places not intended for housing”.

Amendment 1 was accepted by the representative of the proponent of the Proposal for the Law, and it has become an integral part of the Proposal for the Law text. Amendments 2, 3, 4, 5, 6, 7, 8, 9, 10, 11, 12, 13, 14, 15 and 16 were not accepted by the representative of the proponent of the Proposal for the Law.

Committee on Health, Labour and Social Welfare of the Parliament of Montenegro did not accept these amendments and proposes to the Parliament not to adopt those.

MP Ljerka Dragičević submitted (3) amendments to the Proposal for the Law on Social and Child Welfare. Representative of the proponent of the Proposal for the Law did not accept amendments 1, 2 and 3. Committee on Health, Labour and Social Welfare of the Parliament of Montenegro accepted the amendments 1 and 2, and proposed to the Parliament of Montenegro to adopt those. The Committee did not accept the proposed amendment 3, and proposed to the Parliament of Montenegro not to adopt it.

MPs Zdenka Popovic and Velizar Kaluđerović submitted 1 amendment to the proposal for the Law on Social and Child Welfare. The representative of the proponent of the Proposal for the Law did not accept the amendment. Committee on Health, Labour and Social Welfare of Parliament of Montenegro did not accept this amendment and proposes to the Parliament of Montenegro not to adopt it.

MPs Borislav Banović, Džavid Sabovic, Izet Bralić and Draginja Vuksanović submitted four amendments to the Proposal for the Law on Social and Child Welfare.

Representative of the proponent of the amendments, MP Izet Bralić, withdrew Amendment 1 and Amendment 3 from the procedure. Amendment 2 was accepted by the representative of the proponent of the Proposal for the Law, and it has became an integral part of the Proposal for the Law text.

Amendment 4 was accepted in the revised formulation by the representative of the Proponent of the Proposal for the Law, and Article 58 is amended, and it reads as follows: "The height of the basis from the Article 41, 42 and 54 of this Law is adjusted semi-annually (1 January  and 1 July of the current year), with  the cost of living and average earnings of employees on the territory of Montenegro on the basis of statistical data for the previous six months, in a percentage that represents the sum of the half of the percentage of increase or decrease of the cost of living and a half of the percentage of the increase or decrease of earnings.”

Act on the harmonization of monthly allowances is adoptedby the state authority responsible for social and child care. "

Amendment 4 has become an integral part of the Proposal for the Law text.

MPs Rifat Rastoder, Borislav Banović, Damir Šehović, Izet Bralić, Draginja Vuksanović, Mićo Orlandić and Džavid Sabovic submitted (5) amendments to the Proposal for the Law on Social and Child Welfare..

Amendments 1, 2, 3, 4 and 5 were accepted by the representative of the proponent of the Proposal for the Law, provided that the amendment 5 was reformulated in Article 54, Paragraph 4, thus it reads as follows: "The fee referred to in Paragraph 1 of this Article amounts to 63.50 euros per month”.

These amendments have become the integral part of the Proposal for the Law.

MPs to Ana Ponoš and Mladen Bojanić submitted (2) amendments to the Proposal for the Law on Social and Child Welfare. Amendments 1 and 2 were not accepted by the representative of the proponent of the proposal for the Law.

Committee on Health, Labour and Social Welfare of the Parliament of Montenegro did not accept these amendments and proposes to the Parliament of Montenegro not to adopt those.

Committee on Health, Labour and Social Welfare of the Parliament of Montenegro considered:

- One amendment to the Proposal for the Law on Supplements to the Pension and Disability Insurance Law, submitted by MPs Zoran Jelić, Halil Duković and Zorica Kovačević.

MPs Zoran Jelić, Halil Duković and Zorica Kovačević submitted (1) amendment to the Proposal for the Law on supplements to the Pension and Disability Insurance Law.

Representative of the proponent of the amendments Mr Zoran Jelić, Committee Chairperson, withdraw one amendment from the procedure.
