At the eleventh meeting of the Committee on Health, Labour and Social Welfare held today, five items of the agenda were considered: Election of the Deputy Chairperson of the Committee; Information on visiting the catholic spiritual centre „Sanctae Crucis“ Sukruć; Getting familiar with the Initiative of the Institute Alternative for holding a consultation hearing on public procurement in the health care sector; Consideration of Amendments to the Proposal for the Law on Amendments to the Law on Trade Union Representation; and the Initiative for proposing amendments of the Committee in accordance with the Article 148 paragraph 2 to the Proposal of the Law on Amendments to the Law on Prevention of Drug Abuse.
Deputy Chairperson of the Committee on Health, Labour and Social Welfare of the Parliament of Montenegro was also not elected at the eleventh meeting of the Committee. The Chairperson of the Committee Mr Zoran Jelić said that this Committee was one of the rare ones that did not have a deputy. MP Mr Janko Vučinić, member of the Committee pointed out that they had still not agreed upon the election of the deputy and that they would attempt to appoint one in a short time period. Additionally, he said that it might be best to wait that membership of the MP Mr Goran Tuponja in this Committee was verified.
Members of the Committee received the information on the visit of the Chairperson of the Committee Mr Zoran Jelić and the professional service of the Committee to the Catholic Spiritual Centre “Sanctae Crucis“ in Sukruć, and the Committee was acquainted with this information.
The Chairperson of the Committee informed the MPs on the Initiative of the Institute Alternative for holding a consultation hearing on public procurement in the health care sector. Institute Alternative proposes implementation of the joint consultative hearing by the Committee on Economy, Finance and Budget and the Committee on Health, Labour and Social Welfare. The Chairperson of the Committee said that, according to the Rules of Procedure of the Parliament of Montenegro, only MPs may launch an initiative and if they wish to do so they may do it in accordance with the Rules of Procedure of the Parliament of Montenegro
The amendment submitted by the MPs Ms Marta Šćepanović and Mr Radovan Obradović to the Proposal for the Law on Amendments to the Law on Trade Union Representation was accepted by the proponent of the Proposal for the Law and it became an integral text of the Proposal for the Law.
The Chairperson of the Committee proposed that the Committee, in accordance with the Article 148 paragraph 2, should submit two amendments to the Proposal for the Law on Amendments to the Law on Prevention of Drug Abuse.
The representative of the proponent for the Proposal for the Law accepted the amendments of the MPs Ms Snežana Jonica and Mr Neven Gošović. However, these amendments need to be adapted to the spirit of the Proposal for the Law, which the Committee is doing.
