TAIEX expert mission for developing procedures for acting on petitions

Parliament of Montenegro, 8 - 11 July 2014 

TAIEX expert mission will be conducted in the Parliament of Montenegro from 8 to 11 July, as a support for developing procedures for acting of the Committee on Human Rights and Freedoms and Anti-corruption Committee in part of competences for considering and taking positions on petitions of citizens and legal persons, and its submitting to competent bodies. TAIEX expert support includes, inter allia, developing procedures for the Service of the Parliament and development of IT solutions for acting with electronic petitions.

It is anticipated that an expert mission should include an analysis of the current situation and provide recommendations for future work and presentation of good practices of the EU member states in terms of acting on petitions and e-petitions, establishing clear rules for implementation of the committee competences, as well as preparing proposals of procedures for the operation of two Committees on the basis of petitions of citizens and legal persons.

TAIEX expert Mr. Franco Liccione, an official in the Secretariat of the Petitions Committee of the German Bundestag, is engaged in the mission, who will meet with representatives of the Committee on Human Rights and Freedoms and the Anti-corruption Committee, the Secretary General of the Parliament of Montenegro and employees of relevant organizational units of the Service of the Parliament.

TAIEX (Technical Assistance and Information Exchange Instrument) is a separate department for technical assistance and information exchange within the Institution Building Unit of the Directorate General for Enlargement of the European Commission. The aim of the TAIEX is to provide short-term technical assistance to new member states, countries in the accession process, candidate countries and administrations of the countries of the Western Balkans, in line with the overall policy objectives of the European Commission in the field of harmonizing, implementation and enforcement of EU legislation.
