This regional seminar is part of the initiative of the National Democratic Institute (NDI) for enforcing the legislation in the Western Balkans, which supports parliaments in the region to strengthen their capacities for law-making, oversight and representation. With the financial support of the National Endowment for Democracy, this initiative is putting an emphasis on strengthening networks between the legislative bodies of the Western Balkans and their counterparts from the European Union, by creating open forums for regional cooperation and exchange of information.
The workshop gathered chairpersons and members of the legislative and constitutional committees, officers in these committees and parliamentary legal experts from Montenegro, Serbia, Albania, Bosnia and Herzegovina, Kosovo and Macedonia, in order to see the experience of the Czech Republic, Slovakia and Poland in business and support to legislative services. Participants discussed about actual proposals for improving the quality of legislation through strengthening parliamentary legislative services, noting that their legislative service departments provide assistance to MPs and committees at every stage of the legislative process, during the writing of the amendment, providing legal opinions on laws, participation in committee meetings in order to clarify issues, providing consultations, and checking proposals for the law for compliance with national and EU laws. The delegation of the Parliament of Montenegro were composed of MPs Džavid Šabović, Chairperson of the Legislative Committee and Velizar Kaluđerović, Deputy Chairperson of the Constitutional Committee.
