Secretary General of the Parliament of Montenegro Mr Damir Davidović informed Secretary General of the National Assembly of the Republic of Serbia Ms Jana Ljubičić on changes and innovations in the work of the Parliament of Montenegro introduced over the past few years, especially in the part relating the strengthening of professional help to MPs through drawing up of informative reviews, analysis of harmonised regulations, development of research sector and strengthening of the overall administrative capacities. In addition, he presented the recently adopted Rulebook on Organisation and Systematisation of the Parliamentary Service as well as following secondary legislation, resulting from the previous evolutionary development of human resources.
During the meeting, the role and organisation of the parliamentary administration in the integration process to the European Union was particularly discussed. Mr Davidović emphasised that employees of the Parliament of Montenegro were members of working groups for preparation of negotiations, what was the first time the parliament of a country to be included in the process in such a manner, and advantages of the process were preferably greater knowledge of secretaries and staff of working bodies on EU acquis and its transmition into the legal system of Montenegro, which had proven to be very useful in preparing draft legislation and harmonisation with EU acquis.
Secretary General of the Parliament of Montenegro and Secretary General of the National Assembly of the Republic of Serbia exchanged views and experiences regarding legislative solutions and practices relating to employment and other issues from labour relations.
Secretary General of the National Assembly of the Republic of Serbia Ms Jana Ljubičić informed the interlocutor on the Law on National Assembly of the Republic of Serbia, especially in terms of independence provided by the law in significant segments of parliament’s functioning as well as responsibilities of the Secretary General and impact of the current solutions to the efficiency of the service work.
Emphasising the importance of permanent professional development of parliamentary administration, the interlocutors agreed that there were the mutual interest of two parliaments’ services for further development of cooperation.
