Secretary General of the Parliament of Montenegro participated at the Forum of Secretary Generals of Parliaments of Western Balkans

Secretary General of the Parliament of Montenegro, Mr. Damir Davidović, participated at the Forum of Secretary Generals of Parliaments of Western Balkans, organized jointly by the National Democratic Institute and the Polish Parliament, held in Warsaw, on 29th January.

The Forum was organized with the goal of exchanging experiences of secretary generals of parliaments of Montenegro, Albania, Bosnia and Herzegovina, Kosovo, Macedonia and Serbia on the work of parliamentary research centers, implementation of new information and communication technologies, strengthening of administrative capacities and harmonization of national legislation with the EU law.

In the part of Forum dedicated to research centers and implementation of new information and communication technologies, secretary generals presented the manner of work of research centers, type of information they provide and new information and communication technologies that parliaments apply in order to improve the efficiency of work and awareness of citizens on parliamentary activities as well. Special attention was paid to the rules regulating drafting and ordering of research works, exchange of information with members of the ECPRD network (European Center for Parliamentary Research and Documentation), digitalization of legislative process and publication of important information at internet presentations.

Secretary General of the Parliament of Montenegro acquainted its colleagues from the regional parliaments with the manner of work of the Research Center of the Parliament of Montenegro, and stated that the important progress had been achieved in this field since 2010, when the drafting of research works substantially started. He pointed out, inter alia, to good cooperation with members of the ECPRD network, whose questionnaires have been regularly answered. Participants of the Forum agreed that research centers represented the essential part of each modern parliament, and that their contribution could be of a great importance concerning the work of the parliament.

Speaking of information technologies and internet presentation of the Parliament of Montenegro, the Secretary General informed of, inter alia, plans for introducing electronic parliament, i.e. the system which would enable information monitoring of the legislative process and digitalization of various segments of parliamentary work as well as with plans for starting the parliamentary channel. Secretary generals emphasized that implementation of new information and communication technologies contributed greatly to work improvement, expenditures decrease and greater awareness of public on parliament activities.

Within the topic of strengthening administrative capacities, secretary generals presented innovations regarding internal organization and systematization as well as activities conducted with the aim of improving efficiency of the work of parliamentary service. In addition, experiences on the process of harmonization of national legislation with the EU law were exchanged as well as challenges that parliaments face in this field.
