Some analyses, with special reference to the Parliament of Montenegro, were presented by SIGMA representatives Mr Klaus Goetz, Parliament Capacities Expert and Mr Klas Klaas, Parliamentary Issues Expert.
The subject of this analysis, prepared for the first time by SIGMA, is the process of making and coordinating public policies in Montenegro, including planning, development and implementation. In the part relating to the Parliament of Montenegro the analysis is focused on legislative procedure, implementation of control activities, budget adoption process and process of accession to the European Union. In this respect, attention is devoted not only to political processes but administrative capacities also and expert support to MPs work. Draft analysis contains recommendations related, inter alia, to legislative work planning, budget consideration process, division of competences in committees with the large scope of work, organisation of monitoring the law harmonization with the EU acquis and parliamentary scrutiny mechanism as well.
Draft analysis is prepared after the visit of SIGMA representatives to Montenegro at the end of March 2013 and meetings held on the occasion with Government and Parliament representatives. Today’s presentation was attended by the Chairperson of the Committee on Political System, Justice and Administration Mr Rifat Rastoder and members of the Committee Ms Snežana Jonica and Ms Azra Jasavić as well as Chairperson of the Committee on Economy, Finance and Budget Mr Aleksandar Damjanović, member of the Legislative Committee Mr Srđan Perić with whom SIGMA representatives talked during previous visit, It was attended by the heads of organizational units of the Parliamentary Service, as well.
Secretary General of the Parliament of Montenegro Mr Damir Davidović also had a meeting with SIGMA representatives, and the topic of the conversation was findings and recommendations contained in the draft analysis, primarily those relating to the Parliament of Montenegro.
The final version of SIGMA analysis will be prepared in June, this year.
