Vice-President Radulović, among key reasons that motivated him to create the document, noted the importance the environment had for the quality of life and health of present and future generations, as well as for the development of the state and society as a whole. In addition, he emphasized the obligation and ethical responsibility that our generation had to future generations with regard to realization of the fundamental right to life in the preserved and healthy environment.

He said that based on all kinds of indicators, the quality of the environment in all aspects and areas was at the alarmingly low level, which was contrary to what should the proclaimed concept of the ecological state be characterized by. Causes of environmental degradation are primarily the result of human activities and the pressure they exert on nature.

For the purpose of solving the accumulated problems in the protection and management of the environment, the cooperation and full involvement of the Government and other state agencies, local governments, NGO sector and all actors of civil society is sought with this Proposal for the Resolution. Apart from the state level, the cooperation with the region, with the support of the European Commission, is necessary.
