Vice-President of the Parliament, Branko Radulović, received the Ambassador of the People’s Republic of China

Vice-President of the Parliament of Montenegro and the Chairman of the Friendship Group with the National People's Congress, Branko Radulović, received today, at the request of the Embassy of the People’s Republic of China, H.E. Mr Cui Zhiwei, the Ambassador of the People’s Republic of China and his associates. The Ambassador stressed special contribution of the Vice-President Radulović in improving relations between the People's Republic of China and Montenegro.

During the visit, a number of important topics were approached. Both sides expressed satisfaction with the construction of ships in the renewal of Montenegrin naval fleet, where it was pointed out that it must be self-sustaining, because only in this way positive economic and financial results would be achieved.

In addition, satisfaction over the announced scientific collaboration between the University of Montenegro and Chinese institutes and universities was expressed.

Vice-President said that in the field of energy there existed extraordinary possibilities in the valorization of cooperation during the modernization of existing and construction of new thermal power plants, with an emphasis on full compliance with environmental standards, being the obligation of Montenegro's EU accession process.

Vice-President said that the valorization of the watercourse of Morača is problematic, when it came to the level of investment, recovery or devastation of cultural and natural resources. Construction of new hydro potentials on rivers of Piva and Komarnica has in all these aspects been positive in so many levels, than building of hydropower plant of Morača would be.

When it comes to the construction of the highway Bar Boljari, Vice-President Radulovićwarned Ambassador Mr. Cui Zhiwei that in present conditions, this investment would not bring direct or multiplied positive effects to Montenegro. On the contrary, it can produce medium and long-term negative financial effects. Experts of the World Bank have already warned about this fact, as well as in the final Report of the European Commission.

It was noted that credit funds received from China could be used in a better way for the modernization of the railways, the revitalization of 800 km of main roads and the construction of high-speed roads, that would link Montenegro in a qualitative way, both within its borders - and within the environment.

Bar - Boljari highway should be built after full analysis, preparation of entire documentation and the approval of Italy, Serbia, Hungary and Romania, and the use of European financial funds. Participation of domestic knowledge, operations and equipment manufacturers should be dominant in the construction of the highway and implementation of this project, it was concluded at the meeting today.

At the end of the meeting, the willingness and readiness to continue making maximum efforts towards the improvement of bilateral relations and deepen cooperation in all areas was expressed.
