Visit of Vice President Radulović caused a considerable attention of German officials, indicated by positions, number and participation of his interlocutors. The Vice President spoke with Vice-President of the Bundestag Mr Johannes Singhammer, Chairperson and members of the Committee on the Affairs of the European Union, Chairperson and members of the Parliamentary Group for South-Eastern Europe, Chairperson and members of the Committee on Education, Research and Technology Assessment of the German Bundestag as well as with Special Representative for Southeast Europe, Turkey and EFTA States from the German Ministry of Foreign Affairs.
The importance of the Bundestag is reflected in the fact that the Bundestag is a leading institution in German political and overall social life, where policies are created, and which oversees the implementation of those policies, both when it comes to government and other segments. The talks were completely open and in its content very different and extensive, especially those led with members of the Committee on the Affairs of the European Union in the German Bundestag, which is the most responsible for the overall policy of Germany in the EU and for EU enlargement, The German parliamentarians were particularly interested in political scene in Montenegro and existence of alternative, then about the fulfilment of Copenhagen criteria, Chapters 23 and 24, rule of law, election of new Supreme Public Prosecutor and possible effects of his future work, situation in the media in Montenegro, sustainable development, investments and quality of investments by certain foreign countries, and particularly Russia and Arab states, as well as about relation towards NATO, Russia and Islamic State. Positions stated by Mr Radulović were greatly consistent with those by a majority of parliamentarians, especially members of the Committee on the Affairs of the European Union.
When it comes to political scene and alternative, Vice President Radulović emphasised that the Democratic Front is the most significant political actor, which is truly dominant and essential alternative to the ruling coalition in every possible manner, and which would be able to dynamically transform Montenegro into a legal state, of medium economic development. Vice President Radulović also pointed out that Montenegro and its institutions were captured and that there have not been free elections (local, presidential or parliamentary) so far, which has been clearly demonstrated and proved by affair "Recording". He is convinced that, when it comes to chapter 23 and 24, in that area, so far, only specific legal presumptions and regulations have been created, however, the key issue is their application. The essence lies in the fact whether there will be the rule of law, or only selective justice, whether verdicts will be reached in the fight against organised crime and corruption at high level, including both political and economic.He is a sceptic that in the existing political relations, concrete results may be achieved. Would the Supreme Public Prosecutor respond to enormous challenges depends on him, and if he shows enough of professionalism, he will have the support of the Democratic Front and the general public.Therefore, it is necessary one of the first cases to be Affair "Recording" and corrupt deals in KAP, as well as cases related to other suspicious privatisation affairs. In case that he carries out only selective justice and serve solely for the calculation of the party-criminal organisations, he will not meet the expectations in this respect, and he will be the successor to the previous supreme public prosecutors. Montenegro needs "sanaderizacija" in the full sense, as it happened and happens in Croatia, wherein the significant role of Germany and Chancellor Merkel in establishing Croatia as the rule of law was mentioned.
Vice President Radulović pointed out that elections in Herceg Novi would be the last one where the Democratic Front would participate under present conditions, and that they would – together with true opposition, NGOs, university professors, trade unions and free individuals - in a synchronized way, peacefully and outside the institutions, act in order to acquire first free early elections in Montenegro, pointing out that they certainly would not stop on that path.
With regard to the media scene, the Vice President said that it was mostly instrumented and controlled by the power centres and that it served for dealing with opponents, citing a few typical examples. Drastic examples include the still unsolved murder of the owner and editor-in-chief of newspapers “Dan”, and that the campaign led by a certain so-called paper focused on the executive director of MANS was unheard-of, and that it was beyond human and every other morality and tradition of Montenegro. Additionally, he pointed out that the Public Service was serving the current government, and not the public interest, that it promoted the government and reported selectively, that is was very critical of the opposition and critics of the government, and thus resembled televisions of certain dictatorship countries.
With regard to issues of sustainable development and investments, the Vice President pointed out that in Montenegro many resources had been spent, that the money that was coming to Montenegro for certain co-called investments, whether it was of Eastern, Western, or Middle-Eastern origin, had been invested in a non-transparent manner, using off-shore companies, and that the so-called investors had failed to produce direct and multiplication effects, both on real sector such as KAP and energy as well as tourism and telecommunication services. On the contrary, they produced permanent negative consequences on public finance, resources and environment. The government’s decisions regarding priorities and the manner of building the highway with their Chinese partners would make the difficult economic reality of Montenegro even more complex, and produce immense negative effects on the future of Montenegro, thus putting into question the stability of public finance and social security of the citizens.
With regard to Montenegro and its regional cooperation, regardless of recent developments in the region and globally, Democratic Front considers current borders of Montenegro - a multi-ethnic and multi-confessional harmony, based primarily on the civic concept - the sanctity of Montenegro. Additionally, Montenegro and Democratic Front support and foster good neighbourly relations. However, there are numerous challenges in the region and not only those relating to national and religious relations, but also economic relations. Primarily, it is about infrastructural and traffic connection, valorisation of renewable energy sources, as well as fulfilling ecology standards. In that respect, Vice President Radulović considers that the initiative of the Chancellor Merkel regarding the regional cooperation, especially with regard to economy, and implementation of common interest projects were especially important for the region.
There is a practical and a realistic level with regard to relation to Russia, but also an emotional relation of certain citizens of Montenegro. The practical level relates to alleged Russian investments, which had been negative for KAP and Steelworks Nikšić. Montenegrin citizens are dominantly and firmly for European integration, so that path has no alternative. The emotional relation with regard to certain Montenegrin citizens is based on historical cooperation and closeness between Montenegro and Russia, during certain historic periods.
Democratic front believes that joining NATO needed to be viewed primarily through meeting NATO standards and criteria, especially with regard to the rule of law. In that respect, after one ultimately transparent, professional and comprehensive analysis and sharing of opinions of those for and those against, the citizens needed to determine this very significant issue in referendum.
Many parliamentarians of Bundestag agreed with most statements of Vice President Radulović, showing that they were familiar with and informed on the situation in Montenegro and the region. Having in mind that critiques of Montenegro were coming from many addresses, they pointed out they were glad that there was an alternative in Montenegro, that would be alternative in both programme and content in all segments, be it the rule of law, sustainable development or regional cooperation.
With regard to education, science and research, Germany pays special attention to these fields and provides them with exceptional financial support. Financial investments in research are above average in the EU, and thus the German economy is one of the most competitive in the world.
Finally, Vice President Radulović pointed out that, acknowledging the strength, power and commitment of Germany for sustaining the EU and enlargement to include the Western Balkans countries, he did not request any kind of help from Germany to any political actor in Montenegro, but that they should objectively follow the developments and realistically assess what was good for Montenegro itself and the EU. The German parliamentarians confirmed that they would conduct themselves in such manner.
