Topics that are on the agenda of the Conference are dedicated to issues of basic constitutional rights and freedoms, democracy, sovereignty and security in Europe, as well as the establishment of democratic balance between the government and the opposition.
President Krivokapić addressed participants of the Conference on the topic of "Fundamental constitutional rights and freedoms - participation and public trust as a precondition for democracy", and on this occasion emphasized that the civic concept of the organization of the state, with the citizen at the center as the bearer of sovereignty, was one of the fundamental characteristics of the modern Constitution.
He said that democracy, to be complete, except for the simple sum of rights and freedoms, must guarantee adequate procedures that would ensure full transparency and participation in theconduct of public affairs. In this sense, he stressed that this was the very line of upgrade of representative democracy to the participatory democracy, which fundamental testimony was that of an open society.
″Open society includes the development of institutions with high degree of participation and productive engagement of a citizen, as the holder of sovereignty in contemporary societies. The development of the institution of the sovereign citizen became the basis of our civilization, while the partnership of a democratically elected government, non-governmental organizations, the media and citizens was the fundamental postulate of an open society″, Krivokapić said.
He pointed out at the end that the openness of government was crucial to the overall health of democracy, and that it was important for the human rights of each individual and the citizen, but also for the economic development of a country.
President Krivokapić had bilateral meetings during the Conference with presidents of parliaments of the Slovak Republic, Pavel Paška, Austria, Doris Bures, Israel, Yuli-Yoel Edelstein, Serbia, Maja Gojković, Georgia, David Usupašvili, Greece, Vangelis Meimarakis, House of Lords in the Parliament of the United Kingdom, Baroness D'Souza. At these meetings they discussed bilateral cooperation, and in this regard the President Krivokapićparticularly stressed parliamentary cooperation, bearing in mind the present trend of strengthening the role of parliaments.
He pointed out, that parallel to this trend, we needed to take advantage of good parliamentary contacts, in order to help improve intergovernmental cooperation and help resolve any open issues.
He informed his interlocutors of the priorities of Montenegro in the process of EU and NATO integration, which would in 2015 should have had their particular statements and results, in order for Montenegro to ensure further progress and justify its role of a regional leader in the integration path.
