Reply of President of the Parliament of Montenegro Mr Ranko Krivokapić to MP Mr Goran Tuponja

With regard to your request for holding of the meeting of the Collegium about the issue of forming a new MP Group “Albanian Alternative”, I will remind you of something which you yourself witnessed.

At its 155th meeting of 23 March 2016, the Collegium of the President of the Parliament of Montenegro considered the request by MP Mr Nik Đeljošaj for forming an MP Group under the name “Alternative - URA”.

Several participants in the discussion noted that, under the newly developed circumstances, the position that forming the MP Group “Albanian Alternative” should be allowed was a fair one and it was based in the Rules of Procedure, in order to preserve representation of minorities through their MP Groups.

With departure of MP Mr Đeljošaj from the MP Group of four parties, there remained only two MPs whose parties had participated in the elections and thus ensured the partisan electoral legitimacy. That would mean abolishment of the MP Group of MPs from HGI and FORCA.

Wishing to preserve, in the upcoming six months, the existing MP Group consisting of MPs from HGI and FORCA without causing damage to Albanian Alternative, we have applied the same principle that not all MPs in the MP Group needed to have partisan electoral legitimacy.

I am certain that is our common goal, until the upcoming elections, to contribute in that manner to creation of a better political environment towards representatives of minorities.

As you know all this, and a week had passed since then, I do not see the point of convening an urgent meeting of the Collegium of the President of the Parliament of Montenegro with regard to the issue that we have already discussed.
